Additional information: This portal is located somewhere in the building of Harry Porter ride. In this video, at around 2:03, you can see the hat - https://www.youtube.com/watch?v=zbEE5L0hw5Q. It's definitely not outside, there's just a gate there:

It's hard to say where exactly the hat is located - you can't see it on the map, and inside the building the GPS goes crazy.
