Portals are in Ingress map but Pokestops doesn't appear

Hello Niantic
I requested 3 poke stops as below coordinates. I got email that they are accepted too. I also confirmed the portals could
exist in ingress map. I inform that I surely followed the Level 17 S2 cell rule. but Poke stops don't appear in game. it is so strange.
the coordinates are ; 35.904343,128.152171 / 35.909277,128.136830 / 35.909487,128.137652
Suspicious things are that they accepted on Oct/30 , Nov/3, Nov/3 and it was on the period of server maintenance. for example , usually As soon as I got email for acceptance from Niantic , I can see the portal in ingress map. but this time I checked them 3 days later during server maintenance time. it means that portal appeared so late in ingress map. please let me know what happened there.

As has been widely reported, there are currently sync issues. I'm sure Niantic are already aware of this, but we don't know when they'll be fixed
