Rant: It means one person at NIANTIC will look and decide. They'll bring their own cultural norms and ideas and apply them to the entire world... whether a nomination be in a country they know nothing of and in a language they don't know or will get imperfect translations for. They'll do it anyway while why they rightly ask us not to set a secondary review area for a place we don't know.
At least you are in the USA and have commonality with NIANTIC reviewers.
They may have contracted outside of the USA but it still stands that NIANTIC reviewers are reviewing nominations in countries and with cultures they have no idea about and in languages that don't translate well.
so is it random what portals submissions get sent to this niantic reviewer? is there some criteria or how exactly does this work? I mean the whole reason for creating this wayfarer is because of the huge back log of portal submissions.... So now I can basically expect that every portal submission that nia grabs onto will be lost in time? So am I better of just resubmitting any portal that goes into nia review. with the chance that it will pass the the wayfarer community long before any nia person reviews it?????
I am not sure how it is determined which nominations get the Niantic's In Voting. If it is Niantic's In Voting, the decision is typically decided much faster than a non-upgraded nomination in regular voting.
I guess the one question I still have is what is it about a nomination that will flag it/make it go under review by Niantic rather than the general population? Because I have submitted a ton of nominations in the past, and just today I have my first one that says that and my curiosity of "why this nomination" has definitely been peaked.

The decision of reject is "perfect". Either you can't understand why you submit was rejected, but right now it is reduced to idiocy
"This nomination has been rejected due to the following reason(s):
Niantic review decision."
PS. This was my submit. It is somewhere in the forest, so I am sure it was good submit.

Even within the US they haven't exactly proven themselves to be great reviewers, certainly not better than the reviewer pool at large.
