Pelican's to McDonalds?
Just came across this photo edit. Appears that the Pelican's that was in game has been replaced by a McDonald's and someone is trying to "fix" the Wayspot. Not sure who to tag to look at this.

Why tag anyone?
If the original wayspot is not there anymore, the locals can report it as invalid. It is pretty common that players just submit new photos and titles when a wayspot changes. I do not think that there is need to tag Niantic officials whenever that happens.
It's a good thing if the players change the picture and title / description there. Niantic can then remove the old invalid photo.
If a location changes like this, you're meant to report the old location as invalid and then submit the thing that has replaced it once the old wayspot has been removed. In this case, the new McDonald's would definitely not meet criteria, so that's exactly why you shouldn't try to update the existing POI to reflect the new POI.
Yeah... McDonald's isn't exactly Wayspot worthy. If the Wayspot was replaced with something similar than I could see editing it by adding new photograph(s) (for example bus station in my town was re-furbished and got a name change). As it stands, the McDonald's is not only a wildly different item, but also does not meet criteria.
I would take each edit on its own merits and I have to say that in this case at least, somebody locally should have ultimately reported the Wayspot as needing to be looked at by Niantic. Give people fair warning sure, but I really don't like the idea of McDonald's being a Wayspot. If the Pelicans were replaced by something else (at that exact spot) which also meets criteria, I'd be more inclined to give such an edit a pass but the case presented above is just too ridiculous even for me.
Niantic does not subscribe to the "Ship of Theseus" model for wayfarer.
Any title/description/photo/location edits only apply to the ORIGINAL poi, and only if it is actually the same poi.
If a business closes and the business was the poi? No amount of editing is supposed to transform the former into the latter. At best, if the BUILDING was the poi, ie due to historical or architectural relevance? Then some amount of description/etc editing may be valid.
But in the above McD's? Nope. That's a "Ship of Theseus" situation, and if you reeeeally wanted to be technical about it, trying to transform the one into the other could be construed by Niantic as "abuse".
Mind you, I've locally got a church that changed its name and its signage. It's still the same church, the same building, the same congregation, the same SAME except for its name. I've yet to get any edits approved to update it, as Google's streetview hasn't passed by there in years, and there's currently no ability to include any "supporting text" for edits or for photo submissions. Even worse, the original photo was pre-OPR and even includes a car rearview mirror! I'm rolling my eyes soooo hard on that one... but will get it fixed "eventually".

Niantic doesn't subscribe to the "Ship of Theseus" model for updating wayspots. Any edits (photo,title,description,location) MUST be as it pertains to the original wayspot. Incremental edits/changes do not magically change a wayspot into something else than it was originally submitted as.
In this case, the original wayspot is the "Pelican's". NO amount of editing is supposed to transform that business into a different restaurant.
Now, in the situation where the wayspot is the BUILDING itself (ie because of its own independent history/architecture/etc), then the CURRENT tenant would not be relevant to the wayspot -- and description edits can indeed be submitted to reflect that fact, if deemed necessary and/or suitable. But that's NOT the case for this specific situation.

Except for murals. If the mural is replaced by a different mural on the same wall, it has been said that the wayspot should remain: photos, title, description should be updated.
