It may have been marked that way due to the license plate and someone selected incorrectly.
It got marked like that because some reviewers are incompetent and will chose picture because it isn't up to their overly picky standards. The license plate isn't legible so that's stupid to pick it because of that reason.
Your options are resubmit with the same picture or take a new one if you can get a better one. I would however post the description and supporting information here for feedback because that other rejection is probably what most people are actually choosing and it would be best to see if you can improve that. It might obvious to you but you might have to spell out in really simple easy to understand way exactly why it qualifies.

You can retry with same picture, maybe just crop the bottom of it, the street and cars, so stupid reviewers won't rejected it because of that.
Yup, figured this was it at the end. They just were lazy with choosing the license plate option.
Is that not a fisheye? Photo rejection criteria includes anything that is “obviously doctored” and that could include a fisheye image (which I initially thought it was, but then I started to wonder if the road was just curved…). This is a case where a landscape orientation probably would have made a better image choice.
Personally, I like it and probably would have voted for it. At the very least, this image would have made me want to vote for it, which is what I ask from a primary image.
The picture of the building is clear but it may have been rejected as the name of the building (Lejonet/The Lion I'm assuming) is not visible from the picture. Is there a sign you can take with the building?
It stands like a triangular V-shape on the street corner with what you see in the photo being taken from the front at the “point”. I resubmitted it with a bit of cropping and without any cars visible it got accepted.
