Locations in rural areas where google maps does not update frequently
I have submitted real locations and continually get shut down. The latest being a church community hall with different rejection criteria. For those not living in cities or parts of town with a sidewalks. in order to improve do I need to be closer or have better picture of church owned property?

Well, those two rejection reasons would normallby be applied to a) something like a chapel in a cemetary and b) somewhere where the reviewers can not establish if this building exists or not, not some sort of conspiritorial rejection sysyem by urban players.
If you want some advice, post the full nomination so we can see what reviewers would see. Going by this one photo, it's hard to see this as a "commuity hall" without more info.
Going to resubmit with the actual sign this time instead of a picture of the outbuilding and see where that goes
“Location sensitive” is the cemetery reason, so check your Google data before you resubmit.
If I didn’t know the rejection reasons, I would not call that building a “Hall,” so I would be suspicious of everything else as soon as I encountered the disconnect between the image and the title. Shelter, Pavilion, maybe even Picnic Area, yes; but Hall, no. I would assume a Hall would be the main church building, or attached to the main church building, so that’s probably why you’re getting the location rejection reason.
Regardless, the way to address the ‘Google doesn’t update often’ concern is to use Photospheres to update it yourself.

I've encountered a submission of a grafitti but on google street view the wall is blank. Either the grafitti was removed or google was not updated. Idk what to do about those either.
First, is it graffiti (not eligible) or 'Street art' (which might be)? Secondly, is it in a location where it's likely to be painted over (in which case, 'temporary')? So that's two subjective decisions where we have to use our judgment. But anyway, Street View is usually years old, so it's usually safe to assume the graffiti is new and current.
