Waypoint submissions in gated or isolated subdivisions

Question on waypoint approval, for submissions in restricted/ gated communities are waypoint submissions appropriate as the general public cannot access. In this case a splash park associated with a restricted community subdivision. 2 other stops have already been approved but I am leaning leaning that these are not appropriate either.

They are valid as long as they meet the eligibility criteria and not in the property of a single home family.
POIs do not have to be 100% accessible to 100% of players 100% of the time. Even locations such as public parks without fences have hours of operation during which the interior POIs are (nominally) inaccessible, or they may have seasonal closures that make certain areas completely unreachable.
A gated community may be unreachable by most players, but it is public and accessible for some, and that is enough.
