Chronic Fake Location Nominations

Is there a process to get a user banned from submitting locations? In my local area there is an individual with multiple accounts that is submitting an insane amount of fake locations using recycled photos. I reject the ones I catch as Abuse/Fake Nomination but so many make it through still. It is really frustrating to see and takes away from the game.
