Further clarification on rejections for "not visually unique" or "not historic/cultural"

In the Sept 2021 AMA, it was stated that " For the rating on Historical and Cultural Significance, it does not actually affect the final decision." However, a rejection reason often seen in rejection emails states "The nomination does not appear to be historically or culturally significant." Why is this listed as a rejection reason if the rating for this category does not effect the final decision of a wayspot?
Additionally there is a growing body of evidence that suggest nominations rejected with one of these reasons could reasonably be considered duplicates. Is this possibly just a bug in that regard? Can the team investigate?

I would love to know this as well. I’ve been getting a lot more nominations rejected lately with the sole reason being “historical significance” or “visually unique”. If this is the intended design of wayfarer, why is the 1* in these categories not neccisarily a rejection?
