What does the internal review process look like?

Can you give us any insight into the internal review process? Who are these folks, how are they trained? How many people are looking at each nomination before a decision is made? Why does internal review sometimes take over a month?

Does Niantic still intend to complete as many in house reviews with rejection appeals now live?

What language does the official Niantic reviewer (did you notice? Niantic Danbocat said is a Google review) consist of people?
A more specific question is, "Does the nominations from Japan be reviewed by someone who can understand Japanese without using a translator?"
The same is true for other countries. Is there an official Niantic reviewer who understands each country's native language?

I want to know this as well. It's not just the language, it's the cultural background that tells a person "this is important here". I'm fairly certain that Niantic internal review relies on web translation Software and reviewers have NO IDEA what culturally fits for the entire world.
A gateball ground for example is usually just a flat, open field with gateball related things that are hard to see in a photo unless people are playing. Japanese reviewers will know this. Some Niantic reviewer in any other country is thinking "what the heck is gateball? No sign!! Rejected!!!"
