Why are rejection appeals returning and what has changed since they were previously offered?

can you outline the changes that have occurred between now and that time in the distant past when rejected nominations could be appealed previously? Is this an improvement in process, or a change in mindset, both, or something else entirely?

Why the new focus? Don't get me wrong, I'm excited about appeals, but the rejection emails have stated "please note, we will not be overturning our decision" for years. Is this a staffing need that was finally met, change of philosophy, or does it have to do with the changes that happen with criteria?
