What considerations should be taken when reviewing candidates near emergency services?

What considerations should be taken when reviewing candidates near emergency services? Many memorials and gathering locations exist on or near fire station or hospital grounds that can be safely approached on foot via sidewalk with 0 potential of blocking emergency responders. However, it would be possible that a driver could stop in the entrance and end up blocking such services. Because the mantra is consistently "adventures on foot," should only foot traffic be considered with respect to blocking services or should car traffic be considered, as well?

    Hospitals are so hard because there are so many areas that are completely safe for players like lobbies, chapels, waiting areas, even art galleries and conference centers. Having them in such close proximity to emergency rooms makes it so hard to know if something should be accepted without truly intimate knowledge of floorplans. You have to know how vertical and horizontal areas interplay in multilevel structures as well. I have defaulted to not accepting nominations in hospitals unless it is really, really clear that the wayspot is nowhere close to the ER entrance.

    Also, this question needs to include considerations for "military bases, industrial sites, power plants, and air traffic control towers".

    Emergency resources may also apply here. Should Wayspot eligibility be considered as obstructing emergency services if fire hydrant or defibrillator aadjacent?
