Can you clarify in the published guidelines what it means to have safe pedestrian access?

Niantic has always maintained an "adventures on foot" acceptance criteria - that is to say, you must be able to reach a Wayspot by foot rather than exclusively by swimming, cycling, or motor vehicle. However, "outdated" Ingress AMA & Wayforum clarifications have added that places like golf courses or tidal pools do not have safe pedestrian access [presumably with respect to situational awareness]. Can you clarify in the published guidelines what it means to have safe pedestrian access?

In addition, would love for such a page to mention that places like Office Buildings or Gated Communites DO have safe pedestrian access to the public. Many people reject anything in these types of areas because access to be restricted or limited to certain section of the public, which clashes with how “safe pedestrian access” is described in wayfarer.
I'd even be okay with a non-answer about letting the local area decide. In some areas, walking in streets is perfectly normal. I walk myvstreet daily and have never felt unsafe, but most reviewers would say I'm at risk of hurtling semis (spoiler, I'm not).
Indeed, what counts as "safe pedestrian access" varies greatly with culture and customs of a given area.
A horrible problem with this is that some reviewers deny everything that does not have a sidewalk, even if it is way on out in the boonies or in rural areas, where you can walk safely on the roadhead.
