Why are historical signs on private residences unacceptable when they very placement of the signs makes it a public location for anyone to see?

Because private residences are classed as PRP. As Niantic have repeatedly said, just because you can see something from a sidewalk does not mean the object is eligible to be a Waypoint.
My point is that in the same area on the same street several dozen exact other signs just like my rejected nominations are approved waypoints. There is absolutely no difference between the accepted active stops and the rejected nominations. By Niantic's logic then all these active spots should be removed because the vast majority are private residences.
You are entirely correct. Submit removal requests for them. They shouldn't be there.
