Fire hydrants and emergency services

Several individuals have argued that fire hydrants, painted or otherwise, should not fall under the rejection category of interfere with emergency services. The last time a Niantic employee spoke about this was to state that fire hydrants would fall under that category, but this was before the criteria refresh and many argue that the statement is no longer valid. Do fire hydrants still fall under the category of emergency services? And if not, what about other emergency service equipment such as automated external defibrillators, life preservers, fire extinguishers, and emergency call boxes?

and what about painted fire lanes and things in close proximity?
If this question is addressed, please also let us know whether it is the object itself that matters or simply proximity to it. This picture is a great example of why this matters. The hydrant is a foot or two away from this painted utility box. Should the box be rejected for obstructing EMS? If the hydrant were painted instead should it be rejected? There is no fundamental difference in the possibility of obstruction between these 2 objects. What are the boundaries here?
Strange to say it blocks Emergency Services when it's illegal to park in front of it anyways. Seen a few that were uniquely painted that already waypoints. Couldn't see why a uniquely painted one shouldn't be.
