Drinking fountains

There has been some confusion lately due to fountains and water elements being marked as eligible candidates.
Could you clarify wich of those aren't acceptable ? In some places the fountains you already marked as mass produced are accepted easily and they are seen as good candidates. Here I add some examples about the ones I'm talking about.

For personal clarity... are those drinking fountains with water **** up or are they taps? What are they used for?
For personal clarity - every single one of these drinking fountains i've ever seen in voting i could find some time later in databases as accepted POIs
It's been said before from NianticCasey that drinking fountains are not eligible.
Where are those easily accepted? I see no criteria they would meet at all.
It's one of those "acceptances" peculiar to a particular country. One or two get nominated and get through, then a few more get submitted "because these ones are POIs", and then you get to the stage where you can't reject them because everybody else is accepting them and your Wayfarer scores and ratings begin to suffer. Personally, I'd 1* them all day, but then I come from the UK where an everyday mailbox / postbox is taken by many to be "acceptable".
I rather sink with the ship than accept something completely ineligible like a drinking fountain. 1* all day.
It seems to be an acceptable candidate in some countries, but the quality of wayspot in those countries is low, and those countries have reported massive abuse throughout their cities.
There is no reliability in such a country.
You referring to the same countries that often approve things that are clearly on private residential property because the object is on the outside facing wall?
I think you know best.
I wouldn't trust the qualified wayspot standards spoken by players in these countries.

I do know this. But people find excuses to still say they are good candidates and because they don't meet the report criteria the map is full of them.
So maybe clarifying this would help to spread awareness.
