The photo shows that the portal is painted over with new graffiti (there are traces of paint at the top).

Hi @trirrra-ING! We have given it a look and could find the previous art (forked skull graffiti) was replaced by this one so the Portal cannot be retired unless the wall is whitewashed. However, we have now made changes to the Portal's title.
Updating the photo, changing the title and description is the right solution in such cases? I understood you correctly? But another agent has already created a new portal https://intel.ingress.com/?ll=52.38261,31.002629&z=18&pll=52.38261,31.002629 with updated graffiti.
