Subdivision Signage - What qualifies and what does not?

There are many subdivision signs that are in game(s). Some have no pedestrian access, situated in an "island," and cannot be removed as unsafe, I have tried. So what gives? I have no problems rejecting for no safe pedestrian access, but what could make them qualify? Size, shape, material??? Ornateness?

Nothing - they are not eligible,
I believe some should be eligible. I got one approved because it was mentioned specifically in a book. It's huge, lighted and considered a landmark in my community. I've seen others that are truly ornate and spectacular and even involve artwork into the sign. Lots of them are boring and non-descript so these would not be eligible. Certainly I see a lot of them in my regular reviewing, so a lot of people are under the assumption that they could potentially qualify. Elaboration as to what circumstances they are potentially acceptable (or not) would be helpful.
If they have no safe pedestrian access they should be removed, you can appeal a denied request here in the forums with proof of lack of safe pedestrian access.
As a general nomination I don’t see what criteria they meet, so don’t think they should be in game at all.
