Bonus Location -- City/Country

Is it possible to change the bonus location to an entire country instead of just another city? It would certainly likely be more effective if you are trying to help out an area in the other part of the world, and where you are just guessing which city needs more help than others.

We don't even review our whole home country (aside from upgrades and rural prioritization)(depending on country size), I don't think we should get to choose other entire countries.
