Definition of an acceptable "rest area" or "view point"

Have seen a lot of nominations with park benches, tables, greenery, flower beds, water fountains, etc. Some quite simple and other more elaborate. Some with even a great view. Very rarely do they seem to have an official name/designation (i.e. an actual sign). They are obviously a meeting place for people to congregate but I suspect most all of them get rejected. Can there be clarification on what is an acceptable rest area?
