Asking help to improve my nomination

I would like to ask for your help on this nomination that has been rejected.
The nomination was in French, so I made a translation :
"Dock of the S.N.S.M
Dock of the National Society for Rescue at Sea and home base of the famous local boat, Captain Danet. There is also a mast at the top of which proudly flies the flag of this Volunteer Society which bears the number 269.
Located on the promenade along the quays, it is often used by anglers. It thus acts as a gathering place and is therefore an ideal place to hang out with people."
We don't have much details for the first rejection criteria but I don't understand the second since it is situated on a promenade as show on the satellite view.
Do you think I should improve it, if so how ? Or should I make an appeal for it ?

Do not took the photo of a flagpole on the edge of the pier. That's why your nomination most likely to be rejected.
You say it's the dock for the national society for rescue at sea, so my question is do they actively use this place to launch their boat and perform rescues at sea? If so, I would say that falls under obstructing emergency services.
I get why you chose this photo and honestly think it is fine, but since your community does not, try taking a photo where the whole pier is the focus. People could also be worried this will interfere with emergency rescue operations so put the pin closer to the road and talk about how often the public uses this area. Talk more about the importance of this place in particular for fishing if you are trying to use it as a social area but I've seen anglers use any pier so you will have to be very good. I think you may do better to spend more time treating this pier as a tourist attraction and talk about this ship and what it does for the community. Add web links and show proof that other people can look up.
