Accepted nomination never synced ?

Hello i've had a nomination never appear in ANY games at all despite existing in lighships database, it should meet the criteria to,i believe.
Waypoints not very accurate coordinates - 55.668932, 21.170399
just so y'all don't get mixed up - red is a waypoint that exists in all games, yellow would be the one that never synced.

If your yellow circle is accurate, then it appears to probably be within 20 metres of "Laivas" (sorry I can't type the full name using this keyboard and I can't copy and paste it either), which means it would not show in Ingress. Furthermore, it may be in the same level 17 S2 cell as "Laivas", which would explain the absence of it in Pokémon Go.
If this was approved right around the time that Niantic was switching to the Lightship database then it may be only in lightship. Things approved after the switch have been showing up in ingress even when they break the 20m rule but there was a short period before this where the 20m rule was working as intended.
I have the same issue with 3 Stops, they were approved, but never showed up in game. For one there is a red exclamation mark, saying it will show up in other games, for the other two there is just nothing visible.
You can only see potential duplicates near where your physical location is. Moving the submission pin will not cause potential duplicates to show up near where you reposition it. I suggest you go to those locations in person and see if the Wayfarer pin icon does show up on the submission map when you're there.
Have you checked the level 17 cells to see if those wayspots would be in already occupied cells?
Is the this a solid tool to show the cells?
it might be within 20 meters of another POI but it's in a free S17 cell which should mean it's ok to appear in Pokemon?
Not really. It is good for generalities but since all pokestops are reported manually by people there can be some location error and their S2 cell overlay is off in some places. This site is much better for looking at cell boundaries https://s2.sidewalklabs.com/ . For submitting there are other tools out there that can help more. Look into IITC.
I checked on a cell map and the yellow circle does partly overlap with the cell containing Laivas. If the nomination was made placed within that overlapping part (you yourself have said you're not sure of the exact coordinates, so it's possible), or reviewers saw fit to move the pin whilst reviewing (also possible, especially if you were trying to offset it slightly to get it into a free cell), then it's likely that it is in the same cell as Laivas.
i'm pretty sure it's in a free cell since i was able to see it in duplicate map while reviewing another waypoint nearby, i just couldn't get coordinates from it so i'm not 100 percent sure
This is what the cell map looks like in that area. Your waypoint is very likley within the 20m grayed out zone of laivas and not far enough to be more than 50% across the border into the nearby free cell. It will likley never show up in the games and will only ever be seen on the lightship database duplicate check.
The 20m rule has literally been rid of, i'm not sure how it works but there's plenty of both PoGo and Ingress waypoints that doesn't abide by it and still appears as waypoints and thay were created in the past 3+- months
At the moment the 20m rule is not working but there was a short period of time just after lightship launched where it was working as intended. People got things approved that showed up in duplicate checks but never showed up in ingress. This looks to be one of the unlucky ones approved in that timeframe.
well shouldn't they fix it if it was due to a bug?
The bug is the fact that *any* nominations are going live in ingress inside the 20m boundary and they are sure to fix it soon. Then everyone else can have your current situation.
