Church Daycare Playgrounds

I've been noticing a lot of playgrounds being submitted at churches that, to me, are clearly for the daycare's that exist at many churches. I think they needs to be some clarification here (i searched and could not find anything on this topic). If the play equipment is clearly built for toddler age children and is fenced or walled in, to me that is a pretty clear indication that playground is for a daycare, which would make it ineligible.

I can't find where it was for the life of me, but I think there was some clarification stating that playgrounds for pre-school or day care programs at churches would not be eligible. But I can't find it anywhere so that may not be the case?
But you can't really tell based on just the equipment tbh. There are parks near me with different playground sets for toddler aged to older kids. My own church has a fenced in playground area, but offers no day care or school service. The fence is just there to keep the buggers from wandering to the road when being watched.
But if you do see a preschool/day care sign for the church, I think that would be enough it render the play area ineligible, but don't quote me on that.

This is the second time I've reviewed this submission, and the submitter is clearly making the case in the supporting statement that this nomination is not on school grounds and it meets the criteria. But streetview clearly shows the location of the playground is in a daycare center supported by the church

Here is an example, in which the submitter is claiming that it meets Niantic criteria guidelines in their supporting statement after having their previous submission rejected for being K-12 ( i have reviewed this submission before and rejected it based on K-12). Streetview clearly shows this is a daycare center at the church
I would consider that ineligible. Despite being a church, it is used as a primary children care center (day care).
It was probably rejected before and the person submitting is unaware that child care facilities fall under k-12 rejection reasons.
Well, for the second time in as many minutes, I'll say that this is a prime example as to why the criteria updates and clarifications need to be consolidated. ;)
