Can't submit review of proposed portal

I have not been able to submit a review today on either laptop or Android phone. I have double checked that I have completed all the questions, but the "submit" button is grayed out.

Can you send some screenshots?
Also, did you fill the "What is it?" category?
I am having the same issue.
I review all the categories and the "submit" button is grayed out.
I even skipped one review and tried another one and still can't submit.
That screenshot doesn't provide very much additional information. Do you have one showing all the questions you've completed?
