My nominations are stuck

I have 6 nominations in voting about 1 year ago and another 12 in queue. What is happening with wayfarer and why the nominations don't come out if we don't upgrade them?

If you've a nomination with an upgrade attached but still no decision, you have an issue with reviewers.

Else, just keep reviewing and earn upgrades, until Niantic decided to change their reviewing algorithm.

With upgrades the nominations are accepted or rejected but it takes a long time to get them. 
 
It's incredible that I have a proposal that has been in voting for almost 17 months and I still don't have an answer, and the new nominations are still in queue.
