Upgrade Rejections - Neighborhood Welcome sign

I have had 6 upgrades rejected in a row, and I feel that some of these nominations were pristine. One in particular was this welcome sign (32.989165, -96.583091). The rejection criteria said it was on a private residence/farm. It clearly is not. I even went as far as to state in my additional information that "It is not on a private residence or a farm; it is near the sidewalk on the easement. Safe to access, and many pedestrians pass it each day." The last few upgrades have had this bogus rejection as well. Am I not understanding the rules?

It is just plain not eligible. I would not submit that type of coal again.
Housing Estate or neighbourhood signs like this are not eligible - Niantic have said this several times.
This doesn't meet the eligibility criteria. Make sure that you are submitting things that clearly meets the criteria instead of basing your nominations on existing Wayspots, which themselves may not meet the eligibility criteria.
I have been getting a lot of these in my area too, and I know that Niantic has said they are ineligible, but I can't seem to find the official mentioning, only that it is up to the local reviewers and whether or not they find it artistic or not. can you please point to the official Niantic statement that they are inelgible? thanks!
You don't need a statement from Niantic to confirm that something doesn't meet criteria. There is no presumption of eligibility until proven ineligible. It goes the other way around (presumed to be ineligable until proven as eligible). It is up to the nominator to prove that what they are nominating meets the criteria. Also, there has been no statements from Niantic saying that such signs are eligible.
So you would approve them even if Niantic say "no"?
Enjoy having your Wayfarer rating (deservedly) plunge to fair or poor and the lack of upgrades that come with voting against guidelines.
@MelodyS88Chi-PGO Thank you for your concern Melody! I'll keep monitoring my score (which is currently Great with 1400 reviews) to see if it starts to slide. I've been approving these with high scores since I started (as long as they are safe to access & not on private property).
@sogNinjaman-ING Hi Ninjaman! I think will still approve them. I'm leaning on this thread from Niantic (https://community.wayfarer.nianticlabs.com/discussion/comment/3958#Comment_3958), and basing my approval on it being artistic.
Calling these signs "artistic" is a very big stretch. They are rather ordinary looking and any aesthetic value they may have is minimalist at best.
Just a follow up. I had this nomination pass after another try. It only appears in Ingress though. And my ranking is still at a "Great" with 2200+ reviews.
How unfortunate. (Not that it appears only in Ingress, but that reviewers accepted a clearly ineligible submission.)
