Additional information: [an old famous statue of a well and four dogs on top of it, still in place today on a public street corner. The pokestop existed from start of the game, and removed few days ago with no seen reason.. Please restore..]

a legit pokestop in a separate cell was removed, probably due to malicious troll player that reports legit pokestops in masses, why can't you add it back?

What Aaron was trying to tell you is that the Wayspot has not been removed, so you can't appeal it's removal.
Not all Wayspots are used in any given game. The Wayfarer team does not control which ones are, and the decision on whether to use one or not in a given game cannot be appealed.
It is within proximity of another Wayspot "Memorial of Killed in WWII Air Raids":
Therefore, only one will appear in Pokemon Go based on what we know about Pokemon Go's spacing algorithm.

thanks for taking the time to explain, i downloaded and checked iitc and saw the missing pokestop exists there...
however i still cant understand why a pokestop from the start of the game disappears from the game with no change around it. "Memorial of Killed in WWII Air Raids" is also a pokestop from the start of the game, in a separate cell and more than 20meters from the disappeard pokestop..
