Additional information:
This wayspot is currently placed on a patch of grass at the side of this roundabout. The real object is 15 meter further on top of this roundabout. This roundabout is at the entrance of a hospital. It does not obstruct emergency entry or exit roads so that's out of the question. Instead it does not have any safe pedestrian access. There is not a single pedestrian road crossing going towards this tiny roundabout. It is also filled with greenery without any viable walking path consisting out of for example grass, dirt or regular pavement.
Orange arrows point from the wayspot's location towards it's real world location on all photos.

In the past i submitted moves for cases like this. after the move an invalid portal report was accepted.
In case you find similar situations like this start with moving the portal before asking for removal.
If the Waypoint is on a roundabout that has no predestrian access then reporting it as an invalid portal is the correct way to do things. I would not advise trying to move the portal first in case this is seen as potential "Abuse" by trying to move a Waypoint to an incorrect location.
Thanks for the appeal, @RaijNyu-ING! After reviewing the additional evidence provided, we’ve decided to retire the Portal in question.
