Not a duplicate?

I have nominated a great wayspot once and my husband nominated it once. Both times it was marked as a duplicate. The first time, I hoped it was just bad reviewing, but the second time this has happened makes me frustrated. Why would this happen? It’s a succulent garden in the middle of our park and there aren’t any wayspots within 50 feet of the garden and they are park signs and benches. Please help, I’m trying to make my local park a great place for people to play Pokémon go, but it’s frustrating having good wayspots declined for reasons that seem incorrect.

My guess is that the succulent garden would be considered as part of the park and likely marked as a duplicate of the park Wayspot. Or, it is a duplicate of an existing Wayspot that does not appear in Pokémon Go but does in Ingress.
Just my personal conjecture. Good effort to make the park a better place for your community. Maybe lookout for other interesting Wayspots to submit?
And with the limitation of Level 17 S2 cells, you will need to be careful. Sometimes, Wayspots appear as portals in Ingress but not as Pokestops or Gyms due to the cell limitations.
