My first nomination was declined. Can someone help coach me to redo it?
My neighborhood was built over the last 18 months. We have no stops for several blocks and there are many kids who play. I've submitted several potential stops at our neighborhood park and this first one was declined. Do I just resubmit? Or is there an appeal process?

It is just a couple generic benches. I would nominate the park as a whole rather than the benches.
"More stops please, for the children." is a pretty common statement that is not relevant to the criteria for acceptance. I just ignore it, but some reviewers may downvote it.
I'd nominate the park, as was mentioned mentioned above, and remove any text about children or pokestops. If there's no sign for the park, that bench looks like it's at a park entrance, so you could use that entrance area for the park anchor instead of a sign. Be aware that a lot of reviewers won't accept a park without a sign, so that one may be a bit iffy as well. If there's a website for the park or it's marked on the map in Google, that can help prove it's a park without a sign.
One more idea, speaking of Google Maps, since the area is new it may not be on Streetview. Even if you're submitting a better candidate, such as exercise or playground equipment within the park, I recommend making a photosphere to prove things exist if you can't see them in Streetview.
The absence of pokestops is not a thing reviewers take into account while reviewing.
Your submissions seems pretty generic, you didn't give infos about why this place is unique. Moreover, the photo is take from far distance and it wouldn't serve as a good wayspot photo.
You should try submitting the whole park instead of a generic bench.
How do I do a "photosphere"? That is new to me. Sadly there is no sign for the park but it shows it as a park on Google Maps. The park is very large, I've submitted the playground, a fountain at the park and other sitting areas. I know that it's a few benches, but many parks here have their "gazebo" as the stop, is that any less generic than benches?

You can make photospheres with the Google Street View app. You can google how to make one if you have trouble figuring out how to use the app. I've made a ton because Google Maps didn't work well in the country I lived in. It goes pretty smoothly once you have done a couple.
Imho, yes, benches are more generic than gazebos as they are more numerous 99% of the time. That doesn't mean that all benches are always generic or even that gazebos aren't generic.
Gazebos are grouped with pavilions under the "great place to socialize" criteria. It's not to do with generic or not. If you can prove to reviewers those benches are either interesting artistically or "a great place to socialize", you can get them accepted. That's just a very tough road, and most people would probably recommend against spending time on it if you have other options.
There looks like lights strung across the poles on both sides. I would maybe not wait till dark, but at dusk maybe if they come on take a nice picture of that area with the lights and benches only in the picture. Either get closer or crop the picture before you upload it.
The lights might give it enough structure for a few people. Wish there was a roof or something then you would be fine.
