Nomination still in queue after being upgraded more than two months ago

I have upgraded a submission however my nomination is still in queue for more than two months (
plis look at the pic),and I think why.
If anyone knows how to improve this situation,plis let me know .

That nomination is not upgraded. You've marked it to be upgraded, but you haven't earned enough agreements from reviewing other submissions to get your upgrade. From what I can see, you look like you need around 75 more agreements to get an upgrade, so you'll need to review at least that many nominations, and likely a few more than that.
