Not being able to review any pokestop

I have been trying to review pokestops but i cant submit them. I am able to rate all the options but the subtmit button is not clickable. I have been going throuth this problem over a month now. I wanna know if I am the only one going throuth that and why. And also I submited a pokestop over a month now and it still being reviewed on the website, so I suppose people here where i live are not able to submit any pokestops. I am from São Luís, Brazil.

Are you making sure to do the "what is it?" section at the bottom? For most submissions you need to select at least one category for what the nomination is if you're not immediately rejecting it. Wayfarer will often show you you 3 to 6 options of categories with yes and no buttons next to them. You need to select either yes or no for all of these, and if all of them are no, you'll be prompted to search for a category by typing it in the box instead (or navigating through a list).
Yes, if you can't press Submit, it means you haven't yet done all the required actions. When it happens to me, "What is it?" is usually the missing answer.
