Upload Later Nomination Issue ( No waiting time )

*Description of the issue:*
This is my first time using Upload Later.
Then, I am reporting the following problem.
The situation is as follows
(1) 7 POI nominations were created using the remote nomination function.
(2) Using UpLoad Later, I stored the nominations in my smartphone for about 1 month.
(3) Uploaded them all together yesterday.
(4) Since the description and supplementary information needed to be reworked, I logged in to Wayfarer from my PC immediately after the upload was complete.
(5) After confirming that my nomination was accepted, I copied and pasted the description and supplementary information that I had prepared on my PC.
(6) On the 3rd case, an error occurred stating that it could not be changed.After reloading, the status of all 7 cases changed to "IN VOTING".
(7) The waiting time from "IN QUEUE" to "IN VOTING" was about 3 minutes.
This was my first nomination after the start of "Upload Later", as I had almost finished the nominations in the neighborhood.
However, I confirm that the 1-2 day waiting time existed when I nominated in early and mid-January.
So, I am not sure if this is occurring in normal nominations or if it is due to the characteristics of the area (I am in a low density area), but at least a "minimum 24 hour wait after nominations are accepted
time" is required.
This is my hypothesis, but the following reasons can be inferred as the cause.

You will see that it is dated 2022/02/13.
This is the date I created this POI nomination within my smart phone.
However, the date I actually uploaded it using "Upload Later" is 2022/03/17 at 9:48am.
I can only assume that the current Wayfarer program picks the POI to review by the date it was created in the smartphone, and therefore the program has determined that it is a POI that was nominated a long time ago and is generating instructions to change it to an immediate review.
Please investigate.

I would say this feature is functioning as intended, as the date of the nomination is stored and therefore when it's uploaded to the system, the system detects it's been queued for a long time and tries to get it into voting as quickly as possible.
That being said, just because a feature is functioning as intended, it doesn't necessarily mean it's working in a way that is good for us as a community. As an example, the inability to withdraw nominations that are in voting has been confirmed to be working as intended, but pretty much everyone doesn't like the fact it works that way.
Hopefully they roll out the feature to hold nominations back soon, as I think that might be able to remedy this issue.
