"Low quality photo" rejection reason

Currently there's a discrepancy between the criteria and the rejection reason list when it comes to ineligible photos. The rejection criteria page (and the content guidelines) list a number of reasons that make a photo ineligible. However, the corresponding rejection reason is called "low quality photo" and this causes some misunderstanding among the reviewers. Many people believe that it's okay (or even expected) to reject things because they think the photo isn't good enough (in their opinion), even when it doesn't meet any rejection criteria.
Could the rejection reason be changed to "ineligible photo"? This could perhaps convince some people that they shouldn't reject nominations solely based on the artistic merit of the photograph.

I agree that this is a problem and it would be important to make some clarifications on this asap.
