Community Bulletins inside chain/franchise stores & restaurants.

Seeing how these bulletin/notice boards for community events outside of stores/restaurants seemed to be universally approved otherwise, would these community boards placed inside chains like Panera or Starbucks be considered an eligible/acceptable nomination?

I am definitely a fan of these when they actually promote community events and social acitivities, but I have seen a lot of people try to pass Bulletin boards that are just like a company posting their job listings, orba real estate office posting their cureent home listings.
Oh yeah, I'm not talking about random cork boards with ads on them.
The examples I linked to are all ones around me that very much specify they're for local community events. But they're in places like Starbucks, Grocery Stores, Restaurants, etc. So they always get rejected.
