Submit duplicate nominations to add photos

In my area, nominations take less than a month to determine the results, but edits and photos take more than a year. So some players are purposely submitting duplicate nominations to add photos.
I don't think this is recommended, what can Niantic do to improve this situation? Also, is there a penalty for repeated purposeful duplicate submissions?
