Should we encourage bypassing the invalid report response?

Intensively this month alone, I have seen numerous people post their long invalid wayspot posts, numerous and for one, hundreds at a time. And for some reason, this time around they are all being actioned to varying degrees.
What ever happened to:
I have an Invalid Wayspot appeal that was regarding a poorly rejected report sent in on February 21, 2021 only rejected last week. I held onto images of proof of evidence of the location in question for over a year. What ever happened to:
- please provide a video of the location in support of your claim
- we would require additional evidence (geotagged photo) to verify its existence
- provide a screenshot with the rejection email
Does that mean that you want us to provide information immediately, even before we've gotten the response and bypass the process altogether?

Yes, it seems that currently you can throw together a bunch of possible invalid wayspots, add in the mix some other locations that you don't like, put PRP or K12 on each one and you're ready to go, there's no need to report each one in the game first or provide proof for anything
