Low quality photo and private residence

I don't understand why this community dog park were rejected multiple times due to low quality photo and private residence farm.
This dog park is located in the apartment complex which is qualify for way spot and it's open for public.
Photo that I submitted are not filter or photoshop.
Please advice

For one thing you need to remove the reference to trainers from the description. Game specific references are grounds for rejection.
I would suggest getting a better photo with less background junk in the photo. The dog park itself is distant and a fraction of the image. It should be the main focus.

Perhaps everybody else though this meets none of the Niantic criteria - I would tend to agree with them. The only part of your supporting info of any relevance is the first sentence. The rest is just space filler - you don't need to tell reviewers the are is "safe" or that "you can go for walks nearby" - it is of no importance when reviewing the nomination.
Could you suggest what to describe for this dog park ?
