Possibility to edit appeal text until nomination switches to Nia-Review

So do it the same way as normal nominations. Let us edit our appeals until the nomination switches into (Nia) voting. This way, one could always improve the text of appeals.

I would also like to be able to see the text I entered for an appeal, even if I can't edit it.
