Do cycle rent hubs count for promoting exercise?

Hey Guys;
I submitted this today because it promotes exercise as well as clean transport. I just want to ask if it is valid as Niantic do try and promote anything which promotes exercise.
Small charge applies to use them admittedly (about £1 per hour for use).
Admittedly I've changed the wording mildly from "healthy living" to "healthy exercise" and also added about being able to discover more of the local area as it is faster to travel via bicycle than on food.

This was actually asked in an old Ingress AMA and it would still apply with Wayfarer.
NIA OPS replied, “These are similar to transit stations, if these are large enough, have a structure, or are artistic, these could be considered. If it's just a regular bike rack, it wouldn't meet our criteria.”
'Large enough' is an interesting debating point! I'm not sure the one photographed is large enough to get that many stars, but I'm honestly unsure at what point they completely fail to meet criteria...
The photo in question has enough room for 10 bikes to be housed at once. I'll admit not a great deal but when it is used in reference to size, is it referring to quantity of bikes or actual size of the area.
By large enough, it fails to mean whether it means landmass or quantity in terms of bikes held. In this case, this rack/hub holds 10 racks which I would say is a decent number of bikes personally. Although I think when it refers to regular bike racks, I think it means ones you tie your own bike to, not a communal one which allows exercise for the general community.
Actually, casey responded to this a month or so ago, I asked the same thing and she said that theres too many popping up bot to be acceptable on their own, they instead would need to be architecturally interesting, I'll see if I can find the thread
