Stop was approved, showed up, now is gone

This is the junior playground equipment. I've had a horrible time getting stops approved in this park. The sitting areas are not covered by a roof so people keep rejecting them. The main playground equipment is a stop, we submitted the junior equipment and it was approved then disappeared.
Someone mentioned "cells" and it could be too close, but I'm confused as in places like Dubai, Las Vegas, New York, etc there are stops literally a foot away from the other ones.
Can this be reviewed?

It appears to be too close to the Upland Crossing Playground portal.
It may have mistakenly synced out of lightship into Pokemon Go, then desynced.
I guess I dont understand "portals". In Vegas and other areas there are some within a foot or two of each other. Can you explain "portals" to me?
Pogo has pokestops but the game Ingress uses portals. The spacing rules are different in ingress so there are more portals than there are pokestops. There was a bug last fall that eliminated the spacing rules in ingress for around 4 months and as a result a lot of waypoints made it into ingress that are much closer than the 20m previous limit. Also portals who's location has been edited can be closer than 20m from another. This is probably what happened in Vegas.
