I have nominated three prominent public establishments in the middle of New York City and they all remain completely stuck. They are perfect ideal spots.
Does anyone else have nominations that feel permanently stuck when they should be prioritized given their obvious public stature in the community?

This is not to say that cities should be prioritized above other areas. I am only saying that there should be a more automated process when legitimate public establishments are submitted. Niantic should know that searchable operational places can be confirmed internally and faster. 🤔
I have a couple of submissions stuck for months, how do I unlock them?
Review and upgrade.
Priority is based on cell density of current Wayspots. I live and play on the border of two regions. In one area, nominations take (quite literally) over a year for approval/rejection, while 3 miles west I've had nominations accepted in as little as 3 days without upgrade. There is significant disparity that is only exacerbated by growing backlogs.
Nominations are prioritized according to the density of wayspots already in the area (at least that's one criterion we know, there may be others). In an area with already as many wayspots as NYC you can generally expect submissions to take long to review. The time submissions take on average varies by area, you may be able to ask other players in your area how long a submission usually takes. It can be from a few days to months or even years. Upgraded submissions are generally reviewed faster (unless non-upgraded ones are already fast in your area), but there are currently multiple issues that can get even upgraded submissions stuck completely (see this thread).
We don't know if Niantic uses any method to try and prioritize "hopeful" submissions that are likely to get approved. But without review there's no way to know if a submission is valid. When your submission is still "in queue", no reviewer has seen it yet, and so there's no easy way for Niantic to know that it is a "perfect ideal spot". Once it is "in voting", a good submission will make it through faster because it needs less votes to reach a clear consensus.

Its not upgraded so its kind of normal. I dont see a Bug here.
You sent it a little over a week ago. Your post is disrespectful to those who really have nominations stuck 6 months or 1 year ago. I understand that you are a newbie, and also quite eager.

Totally agree. My nominations need 18 months until they get reviewed without an upgrade

Thanks for reporting this. A nomination pending in voting for 7 days isn't necessarily a long time. The amount of time it takes for your nomination to receive sufficient votes to receive a decision can vary depending on how many available reviewers are in your area and how many other nominations are also in voting.
There doesn't look to be any technical issue here.
Any news on what you are doing about the ones still stuck for 17+ months now? In April all the ones from before April 2019 got put to the front of the queue, any change of another clear out of very old submissions. There are still redacted subs in the system and not because of lack of reviewers

Theoretically all the oldest subs, at least in the UK, should be no older than 1st June 2019.
I've still given up hope of it ever getting resolved and I'm kinda in it for the lolz now trying to see how backlogged I can get it.
If I bothered to leave home recently during the pandemic I'd love to try to get my personal backlog to 200.
