How do you rate popular restaurants? Do you also look at the Google Maps reviews? At what threshold do you decide it's popular? Is my Hotel & Restaurant Ratsstüble in Neuried popular enough for a wayspot?

The burden of proof is on the nominator. The supporting info should make a clear case of the awards the restaurant has won, community involvement projects, and general relevance. If there is no evidence of winning awards or community involvement, you may be better served looking for another subject.
Agreed with what @X0bai-PGO says. Also, even if it has won multiple awards and is a great nomination, be prepared for a struggle, as it seems like some reviewers just simply do not like the idea of restaurants as wayspots. I had an award winning local restaurant rejected multiple times and got quite frustrated by it in all honesty. Eventually, when the appeal function went live, I appealed it to Niantic and they accepted it, so if you do nominate it and it gets rejected, you may have better luck on appeal.
I second this statement. I have nominated several local restaurant that have gone through with ease, yet arguably the most famous and decorated restaurant in town has been rejected five times now. Finally have it in the appeals system and I'm assuming it will be an yes through that process; but prepare for a grind but hope for an easy win.
