Inactive player nominated wayspots long time ago that never make it to queue and block renomination

I have several wayspot nominations in my area, which are likely to become accepted. Things like stolpersteins, a volleyball field and monuments, but someone else already nominated these. If that nominator is not active anymore, his nominations will be almost forever stacked in his queue. I tried to nominate one of the wayspots, but of course it will be marked as duplicate, although I added this scenario in the description. How will these nominations ever become wayspots or at least be going into queue? If one inactive person has like a dozen nominations in his stack, they will also be blocked this way.

If a nomination has not been accepted, it will not block your nomination and yours can get through, approved, and implemented before the other one (for example, if you use an upgrade).
If you have nominated something in the past that did not appear on the map but was rejected as a duplicate, then there may be a current waypoint that doesn’t make it into your game. Currently there are locations that appear in Ingress but no Pogo, in Pogo but not Ingress, and in the master database (called Lightship) but not in any game. So even without seeing a spot in the game of your choice, it could still be a duplicate.
What I do is review, earn upgrades, and bypass the ones in the queue.
That's what I did. I upgraded the wayspot and it got marked as duplicate.
That means that there's already an approved wayspot there, it hasn't been marked as a duplicate of another one that it's queued or in voting stage.
Do you know the S2 cells rules for Pokemon?
If a nomination gets stuck in perma-voting for whatever reason, could it still cause problems if it blocked other nominations from moving into voting in nearby cells? Or is it only hearsay that a nomination in voting prevents other nearby nominations in adjacent cells from going into voting?
