Nomination upgraded when different nomination set as "Upgrade Next"

I set a nomination as "Upgrade Next," however when I earned an upgrade, it wasn't upgraded, and my oldest in voting nomination was upgraded instead. I set the nomination as "Upgrade Next" about two weeks ago, but earned the upgrade about 2-3 days ago.

Yes, this is intentional. Currently, "Upgrade Next" effectively doesn't exist. In your Wayfarer settings menu you now have a toggle that lets you decide whether to let upgrades apply automatically or not. If this is turned on, any upgrades will apply to your oldest not upgraded nomination that has yet to reach a decision. If you turn this off, upgrades will no longer apply automatically, and you can instead choose which nominations to apply them to, with the caveat that they cannot be applied to nominations which have already entered voting.
Lots of people don't like the way this has been implemented and so Niantic will be changing it back at some point, but for now this is the system we have.
So if I am understanding correct, "Upgrade Next" only works if you disable the new setting. And then my nomination will be upgraded.
No, "upgrade next" does not do anything either way. I **** want to upgrade that nomination and it's still in queue, you can turn the setting off and apply the upgrade manually. It will actually look weird when you do this, as your nomination will be marked as both "upgrade next" and "upgraded".

Niantic is looking at addressing this and a few other issues raised with the new upgrade system, however you will need to wait until early June.
So I finally got an upgrade and tried to upgrade my "upgrade next" but it will not let me. Very unfortunate, as it would create a new gym and the other things that could possibly create a new gym are in voting, and I cannot upgrade them either. My area takes 1 year or more to go through voting regularly.
