Why is it duplicated?

It is not duplicated I’ve been playing Pokémon Go in this area for several years when I found out that other parts of this university is accepting this sign I said why not.
it is informative and it passed the criteria of Niantic my question is why?

Many Wayspots are not used by Pokemon GO due to its spacing algorithms. So it is likely this already exists as a Wayspot but is not used by that particular game.
There is no POI showing in ingress for this submission but there is one within a few meters of it.
Its highly likely that there is POI for this already but shows only in Lightship so was duplicated that way.
But why?
Clearly it is a legitimate to be used as a Pokéstop right? Why not? In some places they do have clustered Pokéstops why not here?
Some are due to abuse, some are due to errors, some are a hold over from the initial population of the gameboard.
Each game has different rules on what POIs will be used to populate each game board.
If you go back to this area (you need to be there in person) and attempt to make a new submission, on the map where you place the location pin, you'll be able to see existing wayspots within a hundred metres or so of where you're stood. Those that are in Pokémon Go will appear as a Pokéstop icon, and those that aren't will appear as an orange Wayfarer pin icon. You can tap the orange icons to see what those wayspots are. If one exists for this place, then that's why it was marked as a duplicate, as it is already in the database.
As @Theisman-ING says, each game has its own inclusion rules that help to prevent overcrowding of the map in a specific game. In modern times these rules are enforced properly, but previously there were exploits that were able to be abused in order to circumvent the restrictions, which is why you sometimes see clusters that wouldn't ordinarily be possible under the current way the rules work.

I do understand that you have to be there when if you’re gonna submit it I did submit at that location but I picked upload later so the data in the game allows me so.
I’m trying to make this iconic place so people can visit this and have fun time with their family and friends it is the flagship restaurant so it means it is something that is special please do consider this location it is like a pride of our country like Jollibee it is a family restaurant that Filipino people love the most

Max's Crazy Totem and your submission are not duplicates. Your submission and a hidden pokestop are duplicates. You can only see the hidden pokestop on the "Submit New Stop" page in Pokemon Go. You cannot see the hidden pokestop in Pokemon Go. The hidden pokestop and your submission will not appear in Pokemon Go because of the game rules.
