I have about 30 or 40 of these around my town on utility poles, They are permanent memorial banners, year round. I am just not sure if they could get rejected because they have the persons actual faces in them. Appreciating your time with feedback, TYVM.

Artwork or banners like this one that contain a persons image are fine to use as pictures. No privacy laws have been broken etc.
What I would be concerned about is that it doesnt look permanent, just being a banner on poles looks like its designed to be removed and replaced regularly.
You're going to need something to prove they are permanent installations, i.e. a website saying they have been installed as a permanent exhibit.
There are a number of these in my community, but they are not memorial banners as many of the individuals are still alive. They are simply recognizing and celebrating members of the community you served in the military. But the banners also wouldn't meet the eligibility criteria.

These are lovely neighborhood beautifications, but I’m sure they are up for observance of Memorial Day, and will be changed out regularly: for Independence Day, Labor Day, Halloween, Thanksgiving, Christmas, et al.
no these are temporary. they go up every year around memorial day and come down in the fall time
