For the last few days, there was a known issue of new Wayspots not appearing in Pokémon GO. This issue seems to be resolved (no official announcement, yet).
Additionally, not all Wayspots sync. There could be any number of reasons, commonly due to spacing. Wayspots also do not automatically show up and can sometimes take a day or longer.
