Limited access is not a rejection reason, whether it’s in a gated community or restricted business property or whatever else. As long as it is safe to access for someone who can rightfully be there, then that’s acceptable.
How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated communities, time-restricted areas?
Just like with the definition of private residential property, this guideline hasn’t changed. These locations would still be eligible, including restricted areas on the grounds of a company’s headquarters or behind locked gates so long as there wouldn’t be objections to you entering the area and the location is accessible to some folks. We do not expect all players to have access to all locations but we strongly recommend following real-world rules while attempting to access locations.
I did come across a nomination within a gated community and it was actually close by to where I lived, so I knew it. On that one, it clearly showed that there was no other waypoints in the area and there were lots of children living within it who I know play pokemon, so I approved it because I felt if there's no other waypoints what harm is it doing? I also thought if it's wrong and gets accepted someone will edit it later on.

It is valid, but not as great as something more public. You can knock a star off "Safe Access".

Personally I find it a fun challenge gaining access to hard to get to POI ;)
Have also had POI inside gated communities accepted before even when the Google Street view car was unable to get there
