Pre-Duplicate?
I just had two nominations for Pokemon GO stops rejected as duplicates, but neither one is currently a stop. Is the review system sophisticated enough to recognize if somebody else has also nominated the same location, or is this just an instance of someone flagging a duplicate where none exists? Or is there something else weird happening here?
I've appealed one (the more recent rejection), but I guess there must be some sort of time limit for appeals because I wasn't allowed to appeal the other.

For the record: I checked the discussions to see if someone else had already asked my question, and saw that there's a 20 meter radius enforced for duplicates. The next nearest stop is about 80 meters away.
The 20 metre rule you're referencing is actually an Ingress thing and has no bearing on Pokémon Go (other than if you're using the Ingress Intel map to get a rough idea of what wayspots are in an area).
Pokémon Go uses level 17 S2 cells to determine whether a submitted wayspot shows up in game or not. Each cell is (normally) limited to having only 1 Pokéstop or Gym in it. If there are other wayspots in Niantic's Lightship database in a cell that contains a Pokéstop or Gym, they won't be eligible to show up in Pokémon Go.
When you make a submission, you're not submitting a new Pokéstop or Gym, you're submitting a new wayspot for the Lightship database. So if your submission gets accepted, it might not get into your game of choice.
In the case of duplicates, there may already be an existing wayspot for the locations you're submitting. Without more details we can't really help you know for sure whether this is the case though.
If you go to the location where you've made a submission that was marked as a duplicate (it's important that you're there in person and not trying to submit it remotely), and attempt to make a submission, the map where you can place the pin for your submission will show you all wayspots within 100 metres or so of where you're physically stood (hence it's important to be there in person). Any that are already in Pokémon Go will show as a blue Pokéstop icon on this map, and any that aren't eligible to be in Pokémon Go will show as an orange Wayfarer icon instead. You can tap on these icons to see a small summary of the Wayspot.
If what you're submitting shows as an orange Wayfarer icon, it's already in the database and attempting to submit it will get it correctly marked as a duplicate.

I'd have to walk back over there to confirm, but that's almost certainly my problem, the nominated locations are already in the database. Bit of a nuisance that my nominations are ineligible because they're apparently being used in a game I don't play, but I guess that's the system we've got to work with.

For what it's worth - your photo was added to the existing Wayspot. Someday it might be voted up on Ingress, and show as the primary picture.
